The Birth to 3 Program is an early intervention program for infants and toddlers under the age of three who may be falling behind in development, or for families who may have questions regarding their child’s development.  Birth to 3 is a community-based, statewide program that promotes a family-centered approach to early intervention by emphasizing family strengths.

Birth to 3 recognizes and values the importance of families and caregivers in the growth and development of a young child.  Emphasis is placed on supporting caregivers in their child’s daily routines and activities in ways that will promote optimal growth and development.
